Table of Contents Only a few months after the mission took place, the newly appointed Romulan Ambassador on Earth made an inquiry with the Federation Diplomatic Corps. In a meeting that lasted less than an hour, a proposal was set forth by the latest Romulan Preator, which had been endorsed by the Romulan Senate.

Debated within various Federation diplomatic circles, it was finally given the green light, with certain provisions. Eventually, the matter received approval by the Federation Council and a meeting was set up to ratify the proposed treaty. Since neither of the participants were interested in a trip to any home world, a tiny, uninhabited planetoid within the Neutral Zone was chosen as the place for the unprecedented high level meeting.

Attending were two representatives of Starfleet, four members of the Federation Diplomatic Corps and six Federation Council members, including the President. On the Romulan side were equal numbers of their respective organizations as prearranged. Their senior member was the President of the Romulan Senate. It was an impressive gathering and, since the Romulans had initiated it, they were the first to sign the agreement.

Perceived by Federation experts on Romulan behavior as uncharacteristically prepared in haste and quickly approved, the general consensus was that the treaty was a paranoid reaction to the rescue mission. That, coupled with trying to limit what they saw as a threat from the outside at a time when the Romulans wished to concentrate on matters at home, the treaty seemed a logical choice.

It was an incredible achievement by the Romulans, considering they were still in the middle of a civil war. Evidently a Federation starship suddenly appearing in orbit over their home world was unacceptable to the Romulans, regardless of which side of the civil war they were on. It was probably the only issue both sides agreed on.

In a first of its kind, the agreement was signed by diplomats, bureaucrats and military alike, hence the unusual make-up of the respective delegations. Also, in a very unusual precedent, extra provisions stipulated by the Federation were agreed to, with little or no objections by the Romulans.

In the end, the agreement was considered a success by the Federation in general and Starfleet specifically. The Romulans would agree not to form any military or political alliances with the Tholians, Orions or Gorns if Starfleet agreed not to develop or use cloaking technology.

Named after the planetoid where the meeting took place, it was known as the Treaty of Algeron. It was an excellent arrangement for both sides and it would help keep the peace for several generations to come. Many believed that the Romulans got the best of the deal, but Starfleet never complained. The Romulan frontier was quiet for a long time and, given Kirk's revelation concerning agents operating in Federation space, it was very welcomed. Essentially, it was one less thing to worry about.

For many years to come, the Romulans struggled with internal political and social problems. The civil war went on and off, for what many Romulans perceived as, forever. So, they, too, welcomed at least one peaceful aspect of their existence.
