RAFFLE 2006 Rule Change Proposals

Any proposal tagged as ADVISORY is to give me an idea of how to handle it. I may or may not do anything about it, but I want to at least get some input.


Section 5) Roster / Fielding a Team
  1. PASSED -- Eliminate HC position
  2. PASSED -- If 5.1 passes, reduce roster to 18 positions (from current 20).
  3. PASSED -- Require a minimum lineup of 1 QB, 5 RB/WR/TE, 1K, 1DST. (This would also require the roster be able to support this lineup.) If a team has only one K or DST on the roster, it could be benched during that NFL team's bye.
  4. PASSED -- Allow a second TE to be used in the lineup. (Most of the lineups already allow it, but there's a couple that don't.)

Section 6) Drafting
  1. The fantasy bowl winner gets the last draft pick (no change), but the fantasy bowl loser is "slotted" with the rest of the non-champs in order based on the Week 14 standings.

Section 7) Waiver Wire
  1. The waiver order would be based on playoff seeding, putting the division winners at the end of the waiver order.

Section 9) Lineups
  1. Change how Thu/Fri players are handled to pre-2004 rules. (Like Sat/Sun starters, this would lock a player in the lineup/bench based on the previous week.)

Section 10) Scoring
  1. Don't award points to Team DST for shutouts.
  2. Don't subtract a point for thrown INTs -- affects QB/RB/WR/TE/K only.
  3. Use decimal scoring -- .1 for each yard rushing/receiving/FG distance/sacks; each 2 yards passing; and each point for HC victory margin.

Section 11) Scheduling
  1. PASSED -- The last four teams play in the "Tidy Bowl" for the rights for the first pick. Based on the results of the three-game round-robin tournament, the best team gets the top pick. (The usual tie-breakers apply -- win %, wins, PF, etc.)
  2. PASSED -- ADVISORY -- Change the structure from three divisions per league to two, but there will still be eight teams advancing to the playoffs. This will definitely affected the schedule and possibly if we play Week 17.
  3. PASSED -- ADVISORY -- Don't play in Week 17. I'm not sure yet how this will affect scheduling, but it might be to chop the post season from eight teams to four.

Section 16) Miscellaneous
  1. PASSED -- ADVISORY -- Change the voting on proposals to include all team owners who had previous-season activity in at least 11 of the 17 weeks, including at least one of the post season weeks. (Activity is any message from the owner to the RAFFLE offices.)
