Proposals for the 2003 RAFFLE Competition Committee ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ These were submitted with no real continuity across them. Most are OK, but a few conflict each other. In the event this happens, I've noted what the outcome would be. Note that the number beside each proposal indicates which section of the rules a proposal will affect. A minimum of five responses need to be received for the voting to count. To pass, a proposal needed to carry 50%+1 of the overall voting and 50%+1 of the Exec. Comm. votes. Section 04) Keeper Rules FAILED - 1-5 [0-2] .1 A player can be kept by the same team for no more than three (3) years. (The counter would start going into 2003, regardless of how long he's been kept before 2002.) Section 05) Roster Size/Fielding a Team PASSED - 6-0 [2-0] .1 Allow 5WR formation. (Formation would be QB, 5WR, K, D, HC.) Section 06) Drafting/Filling the Roster .0 INSTITUTED WITHOUT VOTE. Clarify wording on -- .1 Supplemental picks, especially when & how. .2 Owners not in the IM need to submit a message "on arrival". PASSED - 4-2 [1-1] .1 Allow draft lists to be submitted up to two (2) hours before start of league's live draft. FAILED - 3-3 [2-0] .2 For the Keeper leagues, make the draft order based on all teams' 17-week record. (If this passes expect more stringent enforcement of Secion 15, last paragraph, unless it gets removed from the rules.) FAILED - 2-4 [1-1] .3 The Fantasy Bowl winner gets the last draft pick. All other teams -- including the FB loser -- will be ordered based on tie-breakers. FAILED - 3-3 [1-1] .4 The winner of the "Tidy Bowl" -- the tournement for the four teams who didn't make the playoffs -- gets the first pick. All other teams will be ordered based on tie-breakers. Section 09) Lineups PASSED - 5-1 [1-1] .1 On weeks with Thu/Fri games, lock players off lineup if not submitted as a starter before deadline. (Players are currently locked on/off lineup at the deadline, based on status in previous week.) Section 10) Scoring FAILED - 1-5 [0-2] .1 Change TD passes to four (4) points. PASSED - 4-2 [1-1] .2 Deduct one (1) point for each INT thrown. (Players would not go into negative points for the week.) FAILED - 1-5 [1-1] .3 Use decimal scoring. This would give .1 points for most yards, except passing (2 yds per .1 pt). Section 11) Scheduling FAILED - 3-3 [1-1] .1 Don't re-seed the teams each round of the playoffs. Section 12) Standings FAILED - 3-3 [2-0] .1 In the tie-breakers, change the order to list Points For ahead of Wins. (Flip the #2 and #3 tie-breakers.) FAILED - 3-3 [1-1] .2 In the tie-breakers, change the order to list Head-to-Head ahead of Points For. (Flip the #3 and #4 tie-breakers.) SINCE BOTH FAILED, THIS DOESN'T MATTER. Note: if 12.1 & 12.2 pass, the order would be Win %, Head-to-Head, Point For, and # wins. Section 14) Awards FAILED - 3-3 [1-1] .1 For All-RAFFLE team, combine WR & TE and take top three (3). Section 16) Miscellaneous FAILED - 2-4 [1-1] .1 Dissolve the Exec. & Comp. Committees. Starting in 2004, annual votes would then be cast by all Keeper owners. A proposal would still need 50% + 1 to pass. The commissioner would still be able to reject a proposal if deemed unworkable. (As the track record has proven, no proposal has ever fallen into this.)
