Proposals for the 2001 RAFFLE Competition Committee ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ These were submitted with no real continuity across them. Most are OK, but a few conflict each other. In the event this happens, I've noted what the outcome would be. Note that the number beside each proposal is used only to group related proposals and not to indicate which section of the rules they affect. A minimum of five responses needed to be received for the voting to count. To pass, a proposal needed to carry 50%+1 of the overall voting and 50%+1 of the Exec. Comm. votes. - - Results on each proposal and comments on future plans are indicated in - the line before each proposal/plan. Voting on each proposal is indi- - cated as For-Against-Undecided. (The numbers in brackets indicating - how the Exec. Comm. voted.) - 0.1 Voted into place last year, but I forgot to include it on this season's ballots -- Voting for an NFL MVP (from a RAFFLE perspective). PASSED - 8-1 [2-0] 1.1 In Keeper leagues, winner of "Tidy Bowl" tourney of last four teams in each league gets the #1 pick each round of the next season's draft, the second place team gets the #2 pick, etc. Place is determined by the three-week performance of each team. Tie breakers are Record, Points For, Points Against, Worst Regular Season finish. COMMISH NOTE -- Unlike the "regular playoffs", a tie is still a tie. FAILED - 5-3-1 [0-2] 1.2 League IV draft reworked. In Round 1, Tm 1 drafts first, Tm 2 drafts second, etc. Round 2 is opposite of Round 1. Each successive odd round is same order as Round 1 and each even is same order as Round 2. FAILED - 2-7 [0-2] 2.1 Change roster to 19 positions. FAILED - 3-6 [0-2] 2.2 Eliminate HC position. COMMISH NOTE -- This would remove "HC" from all legal formations. FAILED - 3-6 [2-0] 2.3 Add formation QB, 5 WR, K, D, HC ("empty backfield"). FAILED - 1-8 [0-2] 2.4 Treat WRs and TEs interchangeably. COMMISH NOTE 1 -- This would be identical to how RBs and FBs are already treated. COMMISH NOTE 2 -- If 2.3 and 2.4 both pass, you could have 0-2 RBs and enough (3-5) WR/TEs to make five eligible players. FAILED - 6-3 [0-2] 3.1 Change game tie-breaking. Each team designates one non-starter as the tie-breaker. If the starters' totals end in a tie, the higher score of the tie-breakers gives that team the win. If both tie-breakers score the same, the game results in a tie. In the post season, each team submits three tie-breakers. If the game is a tie, the first tie- breaker for each team is compared, with higher score winning. If this is a tie, the higher-scoring of the second tie-breakers wins. If this is also a tie, the third tie-breakers are used. (The hope is that all three tie-breakers won't score exactly the same.) NOTE: If a game goes to a tiebreaker and one of the teams failed to submit a tiebreaker player, the win will be awarded to the team who did submit a tiebreaker. If neither team submitted a tiebreaker, the game will remain tied. COMMISH NOTE -- If after all three post season tie-breakers still give a tie, I'll award the home team the win for lack of anything else to do. (If anyone has a suggested alternate way for me to award the win, let me know and a special one-issue vote will be called to address this issue.)
