Most are OK, but a few conflict each other. In the event this happens, I've noted what the outcome would be. Note that the number beside each proposal is used only to group related proposals and not to indicate which section of the rules they affect. A minimum of five responses needed to be mailed in for the voting to count. To pass, a proposal needed to carry 50%+1 of the overall voting and 50%+1 of the Exec. Comm. votes. - - Results on each proposal and comments on future plans are indicated in - the line before each proposal/plan. Voting on each proposal is indi- - cated as For-Against-Undecided. (3 WRs and 1 TE doesn't apply here.) A draft list is submitted daily for that day's round. n/a (passed - 4-2 [2-0]) 2.2 If 2.1 passes, allow trading of draft picks during the draft. FAILED - 1-5 [1-1] 2.3 Supplemental picks included in the draft lists will be time-stamped for midnight on the Sunday of draft weekend. The order of these is based on the timestamp of the most recent submission, with the older messages going first. Any picks e-mail to the RAFFLE offices before midnight will be processed before the picks in the draft lists. PASSED - 5-0 [1-0] 2.4 No supplemental picks allowed until midnight Sun night. Supp. picks included with the draft lists will be processed with a midnight Mon night timestamp. FAILED - 1-5 [0-2] 3.1 Award three points to the home team in the first two rounds of the playoffs. Continue to give the tie-breaker to the home team, as well. PASSED - 4-2 [2-0] 4.1 New close-of-the-season awards: - Award for Most Points in each league and one for Most Points in all of RAFFLE. - Ballot vote for players (not the owners) for an all-RAFFLE team for each league and sleepers/busts of the year across RAFFLE, etc.
