Proposals for the 1998 RAFFLE Competition Committee ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ - I rebuilt this list completely from the master copy on my machine at home, so you'll want to discard all earlier versions. - These were submitted with no real continuity across them. Most are OK, but a few conflict each other. In the event this happens, I ll do my best to blend things together. - - Results on each proposal and comments on future plans are indicated in - the line before each proposal/plan. Voting on each proposal is indi- - cated as For-Against-Don't Care. (The numbers in brackets indicating - how the Exec. Comm. voted.) - Instituted Without Vote 1. Sack yardage back: 1 pt / 5 yds. 2. Expansion of Competition Committee by two after the 1998 E-meeting. 3. Effective with 1999 voting, proposals need only carry a majority of the Executive Committee -- instead of requiring a unanimous E.C. vote. Up for Voting --PASSED: 9-0 [3-0] 1. Re-seed teams at each step in the playoffs -- identical to the NFL. --PASSED: 8-1 [3-0] 2. Clarification of "Overall Record". Currently 9-5-0 and 8-4-2 have the same percentage. Proposal is to make Winning Percentage tie-breaker 1A, then Number of Wins tie-breaker 1B. --FAILED: 3-6 [0-3] 3. Decimal scoring system. --FAILED: 6-3 [2-1] 4. Sack yardage awarded 1 pt / 10 yds. --FAILED: 0-9 [0-3] 5. Use individual players for defense and special teams. (No suggestion submitted in awarding points. My suggestion is 1pt per 5 assists and 1pt per 5 tackles.) Draft and roster would also have to be expanded. --FAILED: 0-9 [0-3] 6. Add another formation: QB, 3RB, 2TE, K, D, HC ("full-house backfield"). --FAILED: 0-9 [0-3] 7. Limit number of players that can be kept. Each league's champ to five players (1QB,2RB,2WR,1TE); playoff teams to six players (max 3 per position); and non-playoff teams to eight players (max 3 per position). --FAILED: 4-4-1 [0-2-1] 8. Award 1 pt for each 20 yards in return yardage. (Punt + Kick + Interception return yardages to be added together.) --FAILED: 2-6-1 [0-3] 9. Re-instate the tie-breaker system from 1996. Any proposal turned down may be resubmitted the following year, but will need to pass unanimously. Award 4 points for each TD pass and penalize each interception 2 points -- minimum weekly score for each player is still 0 points. Change playoff structure to advance six team in each league. Top two division winners get bye week in first round of playoffs. (If #12 and #21 both pass, #12 takes priority since it s a more drastic change.) --FAILED: 6-2-1 [1-1-1] 22. Effective with 1999 voting, any proposals not passing the Competition Committee E-meeting can be overturned by a two-thirds vote of all current owners. (After expansion to 48 owners, 32 "Yes" votes will be required.) Planned Changes for 1999 (subject to change) --SEE 1998 RULES - Finalizing the implementation of the full flexible keeper system. (May be postponed if #5 above passes.) --TBD - Interactive draft via web. (Draft lists will still be required. Also, may be canned completely if #5 above passes -- too many players for four leagues drafts.) --FAILED in 1998 Comp. Comm. Voting - Playoffs include first round byes for some (two?) division winners. This will depend on how the NFL does their regular season. If they stick with 17 weeks, no changes are planned for RAFFLE.
