Proposals for the 1997 RAFFLE Competition Committee Instituted without vote: - Keepers: 8 -- max 3 per position - Draft: 8 rounds - 1998 Draft Order exactly as teams leave the playoffs -- with normal tie-breakers applying. (Teams with same record will rotate with each other -- like the NFL.) - Eliminate use of TB in regular season - TB goes to home team in post season (always higher seed). - Team D: drop sack yardage To be voted upon: - Team D: 1/10 Yds Int Ret; 1/10 Yds Punt Ret; 1/10 Yds Kick Ret Avg. >> Voted down 2-0 (with one indiferrence). - Award points to Team D for shutout; also allowing under 10 points. >> Partial passing: points for shutout (passed 2-1), but nothing else (voted down 2-0 w/one indiff.). - Award more than 2 points to Team D for each safety. >> Voted down 3-0. - Award points for receptions. >> Voted down 3-0. - Award partial points for all positions: 89 yds rushing = 8.9; 56 yds receiving = 5.6. >> Voted down 2-1. - Penalize players for throwing an interception. >> Voted down 3-0. - Eliminate the HC position: Talent is not distributed evenly in the NFL and coachsing success has a lot to do with the talent a coach has on his team. Why reward (or punish) a FFL team for havving a HC who is largely successful (or unsuccessful) because of the talent (or lack of) on his NFL team? >> Voted down 2-1. - Allow 2RB/3WR formation. >> Voted down 3-0. - Allow 2RB/1WR/2TE formation. >> Passed 3-0. - Make WR & TE interchangeable (allows 1 or 2 RB; rest WR/TE). >> Voted down 3-0. - Treat Saturday starts as Thu/Fri starts: only players on teams that play that day are locked -- rest are due 11:00 ET Sunday. >> Voted down 2-1. - Allow for drafting of players in college (max two roster positions per team). >> Voted down 3-0. - Award 3 points to home team in playoffs. >> Voted down 3-0. (In all fairness, the owner who submitted this wasn't aware of plans to drop TB in the regular season and give ties to the home team in the post season.) The Competition Committee will expand to nine total owners (all with voting rights). The three remaining (of the five original) will be the Executive Committee. The Exec. Comm. will decide minor issues between annnual Competition Committee E-meetings. The three members of the Exec. Comm. will also have veto power over any proposal being considered by the Comp. Comm. This means that if any one Exec. Comm. member votes against a propsal, it fails automatically. (This was based upon how the United Nations works: the U.S., Britain, France, Russia, and China -- and may be another one or two -- who instant veto power in all issues before the U.N. Security Council.) Planned Changes for 1998 (subject to change): - Interactive draft (IRC or E-mail?). - Rework playoffs to end one week before NFL’s last regular season game. - Playoffs include first round byes for some (two?) division winners. Other "long"-range plans are in the works, but still need some fleshing-out before seeing the light of day. :)
