January 15, 1996 Proposals for the Competition Committee (1996 Winter meeting): > Rosters to 20 players. > Lg I/II only Number of Keepers to 1/2 (and no more than 1/2) of roster size -- gives ten players if roster size is 20. Maximum of four WRs and three for all others. >> If fails, Keepers to eight for '96 (max three per position), then as above for '97 and beyond. > Lg I/II only Draft order based on when team leaves playoffs. This gives the Fantasy Bowl winner and loser 12th and 11th, respecitvely. For teams that leave the same week (and those that fail to make the play- offs), the teams are ordered according to the 14-week schedule (with normal tie-breakers applying). > Lg I/II only Draft order for 1-4 positions to be: winner of minny-tourney gets #1, second gets #2, etc., for '97 draft and beyond. (Submitted from the ownership.) > Draft to six rounds for Lg I/II and fifteen (15) rounds for Lg III. > Legalize 2RB/3WR formation. (Submitted from the ownership.) > Tie-Breaker to return to RAFFLE's original method, but only two deep (not three). This means each team fields two additional players for tie-breaking. Starting with the home team (as designated in the schedule), if the first TB scored 2-pt Basic Score or better, the home team wins. If not, go to the visitor's first TB. If he scores (same conditions), the visitor wins. Keep going back and forth until one of the TB scores. If no TB scores, the game ends as a tie. NOTE: a 2-pt Basic score is a Safety, rushing for a two-point conversion, or receiving a two-point conversion. Passing for a two-point conversion does NOT count. > TB cannot be a kicker. Players not involved in the Thurs/Fri games can be added to the lineup or benched until all lineups are finalized for the week. > Change FG bonuses: 40-49 is +3; 50-59 is +6; 60+ is +9.
